During development we establishing what this additional area would include, what the characteristic feel would be, and then what the primary feature of the expansion area would evolve into, that's hunter quests, explained the creative director. Therefore it wasn't planned initially, but it emerged through organic development of the gameplay.

The new content won't be the final expansion for the online game. The studio is actively creating on the first substantial next year's content and planning more expansions reaching as far as the 72nd update.
