The Demise of the 28-Article Peace Initiative for Ukraine: How Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the crisis sparked by the presentation of a new 28-article proposal for resolving the conflict appeared – momentarily – to have been contained. A senior US official spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of rocket attacks on Kyiv.

The Pattern of Diplomacy and Destruction

The chain of conflicting incidents captured the harsh reality of the outgoing year. By day, political struggles are conducted: hopeful statements are delivered from various governments. Immense energy is devoted on managing certain initiatives. By night, the Kremlin brutally reminds the world that, for them, conflict continues to be the primary tool for achieving "peace".

Nocturnal Warfare

As military strikes unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was laid bare. Ukraine is capable of detecting missile launches from enemy soil, a capacity provided through up-to-date information. From vantage locations, military aircraft that had been deployed to counter approaching cruise missiles roared overhead – modern combat jets supplied to Ukraine by NATO members.

Moments later, Kyiv's missile defense activated: defensive missiles targeted at a Russian ballistic missile. This was a sophisticated defense system at work, probably supplied through allied countries. Every deployment shakes the surroundings, shaking the windows. The instant of fear quickly gives way to sober acceptance: possibly the approaching threat won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.

Ongoing Risks

Following this, a large-caliber weapon opened up on a aerial vehicle somewhere nearby, part of a rapid response unit – probably Western-made equipment. Sadly, the projectiles didn't strike the opposing UAV – it continued its flight toward its objective.

With pauses, this continued until dawn. Kyiv faced the morning news: multiple fatalities, damage and utility failures in many homes as a result of the nocturnal offensive. As always, everyone still went about their day – living the war. But those full day encapsulated Ukraine's critical military reliance on international aid – a need that neighboring countries are clearly incapable to fill in the immediate future.

Ineffective Peace Efforts

The detailed framework from Washington sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and bilateral conferences.

Every new proposal from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They contain the crisis but never actually achieve victory. This cycle will, undoubtedly, persist.

Strategic Calculations

It is easy to blame particular leaders of consistently pushing Kremlin's demands. But that does not seem to be the entire situation. American leadership works based on a principle familiar among experienced diplomats: you cannot achieve through diplomacy what you have been unable to protect through force. The American government assumes that it is unfeasible to compel Moscow to abandon the areas that it currently occupies in Ukraine's occupied territories.

The problem is that while recognising this factual reality, Washington does nothing to prevent Kremlin actions, through diplomacy or military means, from believing that the current condition will not change more in its benefit in the near future.

Opposing Positions

Therefore, the Kremlin is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to accept conditions that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to achieve ceasefire, but they will continue as long as Russia's leader remains highly assured in the conclusion.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, slowly losing lives and land but averting a complete military breakdown until circumstances change in its favour.

Current Realities

Objectively, there are no actual prerequisites for a truce. Now, subjective factors are becoming relevant: political desires to broker a ceasefire and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any proposal Kyiv finds unworkable, so that their priority does not move to domestic problems. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.

These opposing factors are guiding negotiations.

Conclusion and Outlook

It took a just a single week to kill the proposed articles of the current initiative. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the remaining European nations, along with soothing efforts of negotiators, and finally, latest revelations, all did their job.

While new plans based on previous concepts are forthcoming, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect certain reluctance to modify developments, if they remain united and strengthen their defence capabilities at a significantly accelerated rate. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the foreseeable future, largely rely on ongoing international assistance.
